Standard Turbo rebuild

Hi guys I've got spare standard t28 turbo which needs a rebuild I was thinking of giving it in for a rebuild or throwing it in bin,
My question is if I give it for a rebuild can I have the internals upgraded to the equivalent of a 2871r turbo?
If I can't then I won't bother having it rebuild as there's nothing wrong with my standard turbo I just wanted to no if it was possible to do if so I would take it down and get a price on how much it would cost to do
