Turbo elbow question

So got this off a buddy he won it on ebay recently. Just have a question. As you can see from the photos its a screamer pipe one but the screamer pipe has been sealed off. Is this safe to stI'll use or will I have the screamer pipe made into the made part of the downpipe. Maybe it's just me but just sealing off the screamer part doesn't seem right. I would agree, that ain't right!
If it was me, I'd get that 'blank' section cut out and have the screamer welded back into the main pipe, like in this picture:

Yes this is exactly what I was thinking mike. Too have it welded back into the main part of the pipe

obviously can't run that blocked with functional standard internal wastegate .
Not a great idea full stop without effort in the flange have proper divider .
A small effort of running that pipe back into the downpipe further down would make it usable but if it looks a poor effort part to start with you best starting over with a decent all in one 2.75-3" elbow .
