Rev counter

So the wiring diagram makes no sense to me   

It's not working, I've tried two sets of clocks so I've either got two duff sets or it's something else. Where's the something else?
Got a decent multimeter, am I looking at pin 16 on the cluster? If so, what exactly am I looking for?
If there's no signal to that, where do I go next? Online workshop manual is not worded dumb enough for me to understand.

Speedo was in km/h, removed the old broken de-limiter/converter and fitted another one, now I'm in mph but still no juice in the rev counter (before or after)

Will check continuity to the ecu. Someones/somethings been playing with the wiring

If not from what ive been reading check the terminals on the alternater ...no problem mate hope it was of some help ..... yes defo right on pin 16 so you can also check pin 2 on the ecu side ....
