What's best way to open up the guide holes on head gasket (the two dowel what line head up to block )

File or sharp dril bit on flat steady surface ie clamp gasket to wood so you can drill it and into the scrap piece of wood should stop it twisting. Someone else might have a better idea

Thats how ive done them in the past with a drill and a piece of wood just go up size by size with drill bits ...

file, hand reamer, die grinder . only about half mm . just do it with lot of care.
